But his teaming with Ridge Forrester (Thorsten Kaye) reflected that Bill was willing to work with someone he disliked for the better good. They realized their common bond was family and worked to bring Sheila down and put her in jail.

Katie told Bill that she cares about him on many occasions. But she has also made it clear that she does not want to reconcile with him because their past pairings have proven dysfunctional.
Tom’s character has also reinforced that their son will always be a bond they share. Will’s presence at boarding school keeps him conveniently out of the fray. That implies Bill and Katie will not get back together based on a Will-based pull.
But the mixed message Katie has sent to Bill involves her having both slapped and kissed his face after her revealed the Sheila ruse. Plus, she did not have to accept his invitation to be with him at the mansion. But she did.

TPTB are creating a believable way for Katie to move on from Bill if that is what she chooses. Carter is ready to be her next go-to guy, while Bill has promised to keep his fight alive.
But Bill will not wait forever. While he has developed discipline, Bill is a realist. If he determines that Katie is committed to Carter, Bill will be forced to accept that decision on B&B.
